For that price, with an LS 5.3, you could afford an OEM lift kit. That should go for $18k ish on ebay with the suspension fixed and the rack pulled off.

so I have a stupid question. What exactly are these shackles, and how hard are they to remove? Has it permanently damaged the suspension?

Shackle lifts are the devil's work!
Should not have damaged anything if not to high, though.

If there is no bondo, that is a steal of a deal with a 5.3 vortec and an auto.

I the 4th pic there seems to be something strange on the rear, almost like a brace support between the two inner rear shackles. is this what i am seeing?
That's just plain dangerous!
