Did a full rebuild on my 94 using the fsm, new plugs, wires, cap and rotor. It seems like it wants to light off and run but it's struggling to start and stay running.

CEL is on. Also I have not messed with them. I've tried searching but I'm fairly new to this site and continuing to search, i figured id make a post to see if my problem could be figured out before I find a post that would be insightful.There are many thread many threads on this subject you should search.
I'll give you two starting points...
Is the CEL illuminated with the key ON, before starting. If not the vehicle will not start, means the ECM is not receiving power.
Have you messed with the two screws on the connection to the AFM?
Im pretty sure I've checked that, ill check it again tomorrow after work, unfortunately got called back in and won't be home until latecheck timing, pull out spark plug #1 and put a long dowel or something in there to ensure your at TDC and then check your distributor rotor button orientation, should be around 11am

Tore it down to the bare block with new bearings and seals/ o-rings, etc. Everything went together just like the fsm, timing marks lined up as they should. Just struggles to start and stay running. What do you mean by “full rebuild”? Just electrical, or full on engine out bottom end, head gasket, and timing chain?

Plug gas is .031. I still gotta check compression, my buddy borrowed my tester and I'm waiting to get it backOh nice.

Its tries to run it's just studders for a couple seconds trying to run then falls on its face and cuts out. Is distributor installed, timed to the correct stroke? Not 180⁰ wrong?
Did you align the match marks on the distributor gear and body per the FSM when you installed the distributor? Get this right and timing should be close enough to get it fired up, then adjust the timing with a light.
Verify that #1 piston is actually at TDC when the crank pulley/harmonic balancer says it is. Did you re-use your original harmonic balancer? Harmonic balances can separate and the outer ring can shift giving you a false 0⁰ mark
Double check all you wiring is connected properly. If the distributor connector isn't making a good electrical connection, it won't fire. ( I had a bad connection here when I was in the same boat, fixed this and it died up beautifully)
Are all your injector harness connectors good?
Is your engine wiring harness in good condition? No melted or heat damaged wires where the harness passes the EGR?
I don't see compression being an issue unless you really screwed up something big.
If it's not something simple, then start looking for bigger issues, but check all the basics first
