Wow, all obvious comments aside, somebody really needs to teach that guy about basic flow rate calculations... NO, 2 2-inch pipes is not even close to 1 4-inch pipe! Not to mention all the losses in the ridiculous length and all those crazy bends... I hope he is ok with some moderate to significant power lose at pretty much anything above about half throttle. Of course if your floating around in the river on you fancy side Pantoons I guess minimal throttle is needed anyway

So let me state the obvious, lots of cash spent on pvc fittings, why not just go woth a james bond style inflatable pontoons on the side. Push a button, bamm instant pontoons, but probably would not have helped him on the late tracy city trip.
