It’s never too late to add more information for others.
I just resolved my non-working rear wiper on ‘96LX450.
I could hear the relay click but no movement of the motor. I ended up taking apart the rear hatch to gain access to the relay and motor. Using the FSM procedures I tested the relay and motor. Everything checked out. I also powered the motor with an external battery and it worked as designed. One thing I noted was when I was testing the relay I would get 12v when powering the relay with an external battery per fsm. However when in the car it would only output 6v. I ended up tracing out all the wires using the electrical fsm and found a bad connection at the two wire connector just behind the relay. The ground pin was missing a tab which makes contact to the male connector. Age must have done this or previous owner influence. The correct way to fix is to replace the female connector for the ground pin. Instead, I cut a short length of a paper clip and inserted it into the female end to creat more contact point. It worked and I am back in operation. Photo below shows the connector and broken contact tab. Hope this helps anyone else chasing this issue when other solutions don’t work.
