How does someone sell a vehicle wit no title? better yet, how do they have the right to sell it?

Guess it depends on weather or not it's just lost? I think after so many years they will issue a new one as well.

In S.C. If a vehicle is over 10 years old you can sell it on just a bill of sale. New owner applies for a new title when they register it. I would contact local PD and have them run the vin before any money changed hands just to make sure someone isn't trying to sell you a stolen car though.
