Flashing CEL? (2 Viewers)

I have a 1994 Land Cruiser, which stalled while stepping on the gas while making a right turn. It cranks but does not start. I am doing the CEL code reading and all I see is a flashing CEL icon, counting over 100 times without stopping. What does this mean when the CEL flashes quickly without stopping? Thanks for your help.
 
Do you have a Toyota FSM?
I do actually, but I am a weekend mechanic trying to keep my 1994 Land Cruiser on the road. Only the 2nd time it stopped while driving. The only other time was when the electrical wires on the top of the engine was burned due to heat. A traveling Land Cruiser Specialist from this forum was in the area and he fixed it. Any suggestions?
 
Why would you disconnect the battery to check a relay?
Again, just a weekend mechanic. I hear people saying disconnect the battery when checking electronic connections. I should have checked the CEL first though. Funny thing is, I think, there was no CEL icon lit up. I only saw it when the key was in the on position.
