Advance the timing as much as possible but so you still start with out any chugging. Replace those plugs, test your wires and at least clean the cap and rotor surfaces. Make sure you have GOOD fuel and go in hot.
 
Timing has to be checked as part of the smog inspection, so changing it can cause a failure for "functional". If the tech checked it properly, it looks like you are already at 7° BTDC.
