I bought new drum brake backing plates and they have black paint or primer on them.
Should I scuff them up and spray on some car-quality paint or mount them as they are?

Should I scuff them up and spray on some car-quality paint or mount them as they are?

Those are ready to install the way they are-- chassis and engine parts are all ready to roll.

Body parts are primered and need proper preparation for paint.
