If you need to do it bush mechanics style if they are not in till there flush aka little lip sticking out ,in the past i have had to lock vicegrips/ locking plyers on the little v collets and tap the front of the vicegrips out with a hammer thus pulling the collets out
Once again, thanks so much guys. What a huge help. I'll try and order the gaskets from Toyota today. I am assuming that is where the water is coming from since the paper gaskets are 18 years old and really brittle. Is there any other seal (ie bearing seals) that water could leak past and get into the hubs? Here in the Philippines we have so much water and so many river crossings that if there is a place for water to leak, it will. Many of the rivers here can rise 5 feet within an hour of it raining!
The water in your hubs comes in thru the rear of the spindle tube not thru the freewheel hub, on 1990 onwards the spindles have a seal in them to try and stop water from enteing the electric hubs.

Bummer. 
Looks like I'll need to get some of those seals to at least give them a fighting chance. If that doesn't work reliably, (sounds like it won't) I may end up just locking them permanently and taking what little hit I'll get in fuel economy. I already have 33 x 12.5 mud tires on it, so it's not exactly a Honda Civic... I can't imagine that turning those shafts all the time is going to make much difference. I rarely drive the thing over 70 Kph anyway
