Dash Box Cover, peeling?

Okay the dash box on the ole'piggy is coming off/apart on the on the lower left corner. So big question does this damn thing open? Or is it just for looks? If it's just for looks I'm likely to tear it off and put up some diamond plate or something with a cleaner look.

I haven't spent much time in the drivers seat but I did sit in there for about 30 min the other day just staring at everything after laying under while lowering the motor in. Lots to see from under neath through the hump.

Does it open or no? Doesn't look like it the foam is pretty dry rot and coming out. Smells a little moldy.

Troll...aka Marshall had a good little write up on this with photos on one of his threads...if it is not to far gone it can work out very nicely.
