Why does the driveway go to the side of the house when the garage is in the front?
It looks to be a sample home. Typical layout, the "driveway most likely goes to the sample home next door. When the development is sold out they will most likely connect the drive to the street in front of the house. I have done the same with sample homes in the past, over 20 years ago in PA.
If that is the case they will need a curb cut to the street and a culvert under the driveway or all the water from that area will be crossing the new drive.

I used to have a very similar picture and words hanging at my desk when I was a night manager at Roto Rooter in Cali. Those that now me, know I have one hell of a foul mouth.... although I normally act my best around this group, to keep it more family friendly.
