John is merely asking whether CSC has any stipulations in place on how to handle an election process, such as the one Phil is proposing. It's not an unreasonable question.
If votes are counted, how will the winner be determined? Absolute majority? Two-thirds majority? Is it necessary or reach a quorum for a vote to be valid? What fraction of the membership needs to vote to reach a quorum? CSC doesn't need to do any of this, but if elections are proposed, it might not be a bad thing to clarify things like that.
I'm aware of only two organizations where the bylaws forbid someone to resign his position: the Soviet Kremlin of yesteryear, and the Vatican
