Can confirm that TI hall effect sensor can be directly soldered onto speed sensor wires. I potted this in the old housing with clear epoxy and checked everything throughout the process with a multimeter. Incredibly satisfying and inexpensive fix for this particular cruise control issue on '91-'92 3FE 80s.
