What are you spraying on the rusted areas before you weld in the patch pieces? Something that is weldable like Steel-IT?

TailGate + Hatch!!
Weld through zinc primer. I like the UPol product personally. Then coat the back side with 3M cavity wax and and wand extensions to reach difficult areas.
