Thanks for your input and yes I did attempt to do as you and others suggested by using a OEM seal and leaving it a bit short of fully seating. However, like I mentioned while attempting to do that I bent the good seal too bad to use and due to zero other options, I used the oreillys seal that I had on hand and tape. That particular seal will not allow for short seating. It is already too narrow and it goes in with no effort. So I did what I could at the time while axle was apart.

I now have another axle and two good OEM seals in route to my driveway so that I can finish the job.

best way is to take 1 15/16 Carbide Tipped Hole Cutter it is just smaller than the hole wrap tape on outside off the tool so you don't damage original seal hole and make the hole 1/8 deeper instal new seal all the way and you're good to go only down side Carbide Tipped Hole Cutter will run you 50 $ and up
 
A new axle shaft fromToyota for the drivers side is like $200.00. Passenger side is $110.00. If driving the seal deeper doesnt work just get a new shaft or maybe a used one without a groove. I just ordered and installed an aftermarket birfield and a toyota axle shaft from slee. They made it easy.
 
I have used jb weld on mine in conjunction with outboarding the seal 1/8 inch. Has held up fine for many years now. I like the idea of in boarding the seal. The cleanest solution would be to have a speedy seal but not sure if there is one that is made for this application?
