That sounds pretty similar. Not sure where #1 plunger comes from; there is only a single plunger on VE pumps.
As per the manual you back the engine off TDC for #1 cylinder until the needle stops moving, zero the dial indicator, then turn the engine over to TDC as shown on the crank pulley notch and note the reading.
As both the rate of movement and maximum plunger displacement are fixed quantities, timing is determined by how far the plunger has moved at TDC. Greater plunger stroke means it has started to move earlier relative to the engine, which advances timing.
So to retard injection, you want to reduce the plunger stroke.
