Charcoal Canister Operation?

I was getting the gurgle from the rear passenger area, slight stumble off idle, and pressure release from the gas cap the other day. Suspecting a clogged canister I pulled over and released the pressure from the tank via the cap, but then the truck wouldn't hold idle without choke and especially would stumble and stall in neutral after being on throttle.

Today I explored a bit and noticed the elbow from OVSV to charcoal can was cracked, but following the FSM charcoal can test and clean procedure it did not appear to be clogged and I could hear the tank side check valve appearing to work properly.

Any ideas? Since it drove better with the tank and system under pressure it almost seems like insufficient fuel pressure from the mechanical pump, or some kind of vacuum lock in the fuel system.
