Switch on the transfer case is my bet. Not a “common” problem but happens. Had the same issue on my 93. I think some have said you can pull it and clean it with carb cleaner. I swapped in a new one and good to go. I believe it’s a 24mm. 10 min fix.

Thanks ill try it out. What location is the switch your talking about that you replaced? There are a couple on the transfer case.

IIRC, it’s sort of on the top. My memory isn’t the greatest. Maybe someone else will chime in.

Posted the NCF document on how it works on page 3 of this thread: CDL Actuator Fun

When a known good relay doesn't click, the problem is often the L4 switch. A test, unplug the switch and jumper the plug, if the CDL now works the switch has failed.

Thanks @Tools R Us for clarifying.

The L4 that Kevin mentions is the switch I linked to from amazon. I ordered mine before testing. Some have had luck with “exercising” theirs after removal and cleaning. I didn’t bother. It’s sitting in a bin for the day I have nothing else to do and remember to do it. For $15 it was Peace of mind to replace it.
