CDL Actuator

Does anyone here have one? My new to me 94 is stuck in the locked position and I think I've narrowed it down to a frozen actuator.

I believe this was an item you can pick-up at Napa to carry as a spare. I just can't remember if it was for the actuator. I have the Napa one as a spare that I carry but just can't remember if the Napa part is what you need. I need to refresh myself on this since its useless to carry a spare part if you don't know what it is used for!
