As a hypothetical....(sp?)
If someone lived in a large urban area...say one with emissions requirements and testing...one could find a relative in a smaller rural county....say one that didn't have emissions testing...and one could maybe register it at that relatives address and have the renewal notices forwarded....
just a theory, don't know if this theoretical loophole has been closed.
Or...
Some states, I think, still have the 25yr old regulation still in place instead of the 1976 cutoff, at which point the truck is exempt. (to my understanding)

It appears that (in the bit of research I have done) that Idaho DMV construes 30 years old as "Classic Plate" worthy. But it also says that the vehicle should have no major modifications from Stock...HArd to say where the line is on that one. But another site I read said that the only county that requires yearly testing is Northern Ada County. This is by no means a complete answer but maybe on the right track...
