Carburetor base plate vent line routing (1 Viewer)

Hello. Working on a newly acquired 78 FJ40.
Base plate under the carburetor has two vent lines- left hand is slightly smaller than the right. PO had the smaller left side opening connected to the Blue VTV, and nothing connected to the larger right side opening. My Haynes manual shows that the Blue VTV is supposed to be connected to the TP. However this is setup with the TP connected to the front of the carb. Pics below. Any guidance on correct setup?

Instead of TP to Blue VTV to the #1 port on the VSV, mine is routed from the TP to about where the green arrow is pointing to in this diagram

My carb base is like this too on my 10/‘79.

The smaller line goes to the lower choke opener on the carb

The larger line goes to the Y port on the VCV valve mounted on the driver fender

Maybe your setup should be similar? I’m not familiar with difference in the emissions across the years.
