Anyone Know How to Access This

Hey guys. I've got a bunch of pine straw under the "hood cowl" in front of the wipers. Any idea how to access this and clean out?

I'm struggling to figure out how to do that. Does it just pull off? Are there screws?

open hood.
pull two push plugs and three screws.

Thanks. Been driving me crazy. Assume it's similar for my 82?

82 cowl doesn't come off.
pull the wiper motor fill on the ds for access.
