Aftermarket steering wheel question

My steering wheel started to have a lot of play so I took the wheel off and the center bolt as well as the small bolts were loose and had play. Is there supposed to be a lock washer on these? Do I use a lock tight, I want to ask how can we get these to stay tight and not loosen up?

Washer at a minimum to achieve proper torque, split or wave lock washer is a bonus. Use medium loctite and a lock washer to put it back together.

Can you add something like dowel pins ?

Safety wire the bolts.

I used a nylon nut for the center and used split washers on the 3smal bolts. Seems nice and tight but we will see if it loosens up!
