Will do. You sure you want me to turn them all the way in?? That would seem like less pressure on the hood. Out (CCW) would increase pressure.

Exactly, for sake of test you proposed! Turning adjustors all they way in, which will take pressure off the hood/latch. This will drop the hood's level below the fenders. The hood will now have up and down play, while latched closed. Which normally, we do not want any play while driving. As it damages the hood latch, by repeatedly moving up and down beating on latch & hook, wearing them out. So after testing latch's release, with a loose (lowered) hood. Turn the adjustors back out to putting back upward pressure.
 
Bringing this thread back for a slightly different issue with my hood now...

After pulling the hood release tab below the steering column, the lock does not release for the hood to "pop up". The cable is not broken since I can hear it when my wife pulls the release, but the lock is somehow stuck. Any advice on how to remedy this DIY-style?
Like someone else said, if your hood shocks are weak your hood won't pop up. This was true for both of my past 80 series I had and my current 100 series. Once they got new hood struts the hood would pop up just fine leaving the gap for your fingers to move the latch the rest of the way so the hood would open.

I have the same issue with my hood and when I went to Lexus parts to see if any parts were missing, I noticed that there are supposed to be additional bumpers on the inside of the adjustable bumpers, my hood was missing those. I just ordered them from Bell Lexus $7.14 OTD for both delivered. They are called Hood Stop Buffer (Front) part# 9054109151. Hopefully they help.
