A little scary if you are claustrophobic. Seat belt will not unlatch, it took about 30 seconds to get it to work. It’s on my 2019 and it happens randomly. Can’t pinpoint what’s causing it.

Have you tried replicating the problem when the car is off or on? Are the other seatbelts affected?

My guess is that the latch is jammed. When you did release it, how did you do it?

Is the seatbelt inserted "right side up"? I've experienced this in other vehicles, and it turns out the belt was twisted. Apparently it mattered how the tab was inserted. Just a thought.
 
I haven’t experienced any issues with the other seatbelts. When it happens it’s after I turn the car off and try to get off, usually happens after my morning 30 min commute to work. I kept jiggling it until it came loose.

What’s the relation between the seat belt and the car been on or off?
 
There is a pretensioner in all the main seat belts, but it doesn't look related to pretensioner, but rather the latch itself. As it is a 2019, I would suggest requesting a warranty claim to change the part as that is a safety issue.

My bet is something fell down into the mechanism. I’ve had to get a woman out of her seatbelt that was stuck like that.. she called 911.... I won’t comment on that decision.

Turns out it was a chunk of plastic that had fallen down in there. Hammer and nut driver to get the button depressed, dig out the plastic, worked fine after that.
 
Several years ago a Celica I owned had a seatbelt latch recall for that very reason. An internal plastic part in the seat latch broke and cause release problems. For sure get that latch replaced at the dealer ASAP. It may not let go someday.
 
Issue is most likely latch. This is safety issue and Toyota in my experience will fix or replace it free of charge.
 
Yea definitely take it to the dealer for documentation purposes.
 
When we moved my daughter into the sorority house a couple years ago. Her roomates brother got stuck in the family ford f150, after lot of wriggling and wiggling they had to cut the belt as ever fraction of an inch the retractor took couldn't be regained. I would take to dealer ASAP and consided buckleing behind me on my drive there.
 
You are all making a good point that I neglected. Even if I could fix it for the moment, it would and should go back to the dealer to be addressed properly.
 
Dealer does not want to replace the buckle as they cannot replicate the issue. I told them it’s intermittent and it happens about once a week.

What are your thoughts?
 
I would video it again to document it occurs on multiple occations. I would also document their unwillingness to repair in writing and make certain to notify them they will be liable for any harm or damage that occurs prior to their resolution of this safety issue... I am not an attorney and don't play one on TV.
 
Dealer said that they were not able to replicate the issue therefore they cannot repace the belt buckle. They opened a case with Toyota as well.
Call me crazy but I feel that they did something to the buckle belt. It has worked since then and I feel that the release button is tighter when i press it.
