Got it to complete the test on the dyno but not the result I wanted...

Follow up... It passed! Things I did since it failed include setting the timing to factory specifications (7° - it was at 10°), adjusted the idle mixture (it smelled like it was running rich), replaced the PCV valve (old appeared okay), checked the functions of all air injection components, and replaced the air injection rail check valve. The old check valve was stuck open so air could go both ways. Maybe it was stuck partially open, restricting the effectiveness of the air pump? In any case, I have two more years before I have to worry about it again...
