Sould the carb mount plate have a hole in it for the bolt (hollow bolt) underneath the carb? Is the mount plate restricting anything?

On a ‘76, the power valve is externally controlled by the VSV. The hollow bolt was originally used to operate the PV on manifold vacuum, which was not used in the US carbs. The top cover is not drilled to communicate the vacuum signal to the PV. If you want to modify your carb to run the PV off manifold vacuum, just connect the PV hose to manifold vacuum.
 
I also noticed the needle housing from two rebuilt kits are different from the original on the right with holes in

it. Does one work better then the other? Or just clean up the original?
 
I personally would use the one with the strainer. It keeps out junk. Helps the carb run smoothly.
