Requesting HP improvement suggestions... My engine only has 57k original miles and I am not interested in swapping out the motor but I am looking for ideas to get a little more HP out of the engine.
I see nothing in the FAQ and my searches in threads have led down many rabbit holes. I know headers are an obvious direction but how many studs / bolts am I going to break off getting the old manifold off? I would appreciate any input from all you experts and more experienced muders out there.

More info on what i have:
Weber 38
All new points, distributor cap, rotor, plugs & wires
Aftermarket igniter coil

Ported vac is a fitting on the carburetor that has no vacuum at idle, but strong vacuum above idle.

The vacuum can on the distributor is the vac retard canister, if it is still a stock 69-76 US spec part. It may have been upgraded to a vacuum advance distributor sometime in the last 40 years. A picture of the dissy will show us exactly which type it is.

I'll be able to go work on the 40 tomorrow and will post all responses. I do have a clarification Q for you so I know what I am doing.
I'm not sure what the ported vac to the dissy retard is. Can you help me out on this one is I can respond accordingly.

Hi Jim,

Hopefully you can tell what I have from the attached photos. The answers to your questions are as follows:
The picture of the top of the carb with the throttle open is when the pedal is to the floor. Had to actuate with my hand for the photo but gets to same position with the pedal.
I'm was not able to start the 40 yesterday as I have the gauge cluster out and the battery disconnected. So not sure on the choke Question
The ignitor is OEM bought off Mud when I started upgrading / replacing all ignition parts.
I believe this is the stock distributor. My father bough the 40 in 1984 from the original owner and all he ever had done was the desmog. I replaced the points and plug wires a year ago.
As you can see from the photos there is no hose connected from the ported vac to the carb. I assume this was taken off when the guy that desmoged it for my dad 25 yrs ago removed parts.

those top butterflies are not the throttles, they are the chokes...and do not appear to open all the way.
the top cover gasket appears to have given up the ghost. and you have the leaktastic multiplate vacuum leak nightmare adapters.
best thing you can do with the weber is throw it away.

That is a Weber 32/36, which is about 1/2 the CFM of a 1975 Aisan 38/40.
The air filter is also very restrictive.
The dissy is stock 1975 vac retard. Do not connect a vac hose to it.
The engine bay is not desmogged, as the EGR and AIR are still in place, though inop.

To perk up this engine:
Install a reasonable size carb.
Install a reasonable size air cleaner.
Install vac advance points distributor.
 
Unfiltered air appears to be making its way thru the open hole at the bottom of the air cleaner assembly. It was intended as a clean air inlet hose for the engine PCV. Is there is a plug on the valve cover barb?

Brian - are you running a carb or EFI? It appears the Holley Sniper is popular but is there a cheaper option than Mosley Motors? $2,400 is too expensive for me!

Than you Jim and thanks for the Air rail plugs I just received. The desmogg was a half ass effort by someone that was not a 2F expert. I took over the Cruiser from my dad last year and have been slowly figuring out the maintenance and upgrades he neglected. The Holley EFI looks cool and gets lots of recommendations on Mud but very expensive, what Carb would you recommend?

The guy that did the desmogg for my dad was obviously oblivious so the valve cover barb was just left open. I finally found a 17mm hose online and have that connected to the plastic 90 fitting in the bottom of the air cleaner plate. It is currently disconnected from the air cleaner because it took a special order 1/2" to 5/8" barbed fitting to makeup the connection. Like most things for the 40 it took a Spanish Inquisition to find the correct part.
