Yeah totally. The compressor housings are interchangable and will work from any td04. It can be an hl, an L or a TE04h. I've heard of an H but never seen one personally. They seem to be quite rare. Be wary of turbos on eBay that are cheap due to "sloppy" bearings as the compressor is the first to go when it touches the housing. You can get turbos that have been exposed to the elements or even filled with water where the compressor and cover are the only parts that survive because they are aluminum. Still though it would be nice to not have to buy a piece of crap if you can help it. The turbine housings on the other hand only mate to the specific class of turbo. The HL housing won't mate to an L housing. I'd look on eBay buy there is so much advertising now adays my iPad gets crazy slow. It's almost unusable. First world problems I know. The Volvo td04hl-13t will swap the compressor and cover the same as the wrx although the wastegate might need to be adjusted to get it to work. Now that part can be tricky as linkages only tolerate so much movement. However, the arms can be cut and shortened or bent sections added or made longer quite easily. It's just a linkage and there isn't any thing special going on. I weld on a new section of rod then imediately spray it with water to cool it to avoid heat creeping up the linkage and burning the diaphragm. For higher boost there are aftermarket ones that are plentyful but they are like 150$. I've found the kinugawa quality to be worth it. The stock wastegate are usually reliable to about 12lbs of boost when you tighten them and use inline controllers. Controlling boost accurately becomes harder the more you crush the spring. It gets to be more an on or off switch andyou loose fine adjustments quickly. Clocking all the components, the turbine housing, center section and compressor cover is super easy on the MHI turbos as they use a v-band clamp for the turbine housing and a large C clip for the compressor cover. Infinate and fine adjustments are possible. The turbine housings do stick together on the center section so the first time you separate them can be hard. Hard can look like a blow torch and a rubber hammer hitting it as hard as humanly possible for like 5 minutes. I don't mean sort of hard, I mean like psychotic fighting for your life hard. I remember when I was in youth group my buddies and I thought it would be cool to roll me up tight in an old piece of carpet. They thought sitting on me was fun when I was rolled up. I became very upset very quickly as you can probably imagine. I think about how I felt when I was certain I was going to die rolled up in a stupid piece of carpet when I hit the housing. Maybe you can find some sort of unnatural inner strength from somewhere when you do it.
