okay how do i get this plastic thing off to gap the hall effect sensor on the distributor so i can gap it?
Can you post pics of the engine bay, particularly the carburetor side, with all the vacuum spaghetti?
last one there shows a bypass i'm running on one of the BVSV systems
should have little to no effect on the current problem
 
The plastic cover on the distributor comes off pretty easily, if you look close at the bottom-(in your picture) there is a screw that hangs up the plastic piece, use a flat blade screwdriver from the right side and gently pry it laterally and then lift up. I have found that a paper match thickness is pretty close to the spec for that air gap.
You should look inside the dizzy cap for corrosion on the metal tabs, as well as on the rotor, clean up the metal contact points with fine sandpaper or emery board.
Also check the resistance factor of the sparkplug wires, I believe 25 k ohms or less resistance is spec.
Do you have the Factory Service Manual (FSM)? nevergiveupyota has them in her sig line.
You have some non-standard equipment there, what I notice is the clutch master cylinder, and the brake master, I do not know if that is making this stumble issue.

i think my clutch and brake are standard
i know the cruise control thing next to the clutch is not though
brake booster has been replaced so it may not be standard
 
i have the manual for the engine but it didn't actually say how to get that cap off (it's actually not in the exploded view at all) so i was just wondering what was up with that
 
Looks like a small screw holds that dust cover in place. See #4 in image

The screw really is not holding it in place. I literally put one on a spare I have today and did as the guy earlier explained, to get it back off, gently pry up and it will slide up and off. If it wasn’t nearly midnight and cold out I’d go get it and take a photo but I have to figure the OP has it off by now. If not tag me tmrw and I’ll add a photo.

i finally got a real good chance to pull over on the road while the issue was happening
float bowl is empty

the problem i've noticed is not consistent enough for me to look at the fuel pump
so i'm guessing slight air leaks in fuel lines that break the syphon
or sticky float
 
try the okie carb rebuild. Choke the air horn w your hand while its running, should choke it down to almost stall. That will backflush the carb lines and tell you whether you need to clean carb, or just the intake screens, i think right behind the jets ? Usually a clogged jet, or a clogged float bowl intake jet.
 
FYI, don’t just use your hand... fireplace glove or cardboard.

If doing it doesn’t stop the issue you feel your having your carb probably needs to be rebuilt.
 
Just read back thro so I could remember what the primary issue was. There’s a weep hole on the lower left side of the fuel pump. If the pump is bad it will really spray/leak out that hole; fuel oil kinda mix. It’s usually pretty noticeable. You could wrap a cotton rag around it, take a drive then park and check after a few minutes.
also, did you say your seeing fuel up to the midline of the carb sight window?

i have not checked the fuel pump yet

so, at idle or lower rpm it holds the sight glass just fine

but at higher rpm it empties the float bowl
 
So it’s starving. At that time what’s the fuel filter level showing?
 
Pull the feed line and crank the motor. That'll tell you how much fuel you are getting. I'm betting that there is either an obstruction or the pump is failing.
