It's running too rich. I'd suspect the O2 sensors or a fuel pressure issue.
How old are the sensors? How old is the fuel filter?

You can't go wrong with a valve adjustment. Just don't set them too tight. Toyota engines don't like that ......
PCV valve can't hurt either.
Has the cruiser been sitting for a while? Have you driven it long enough to get the cats good and hot so they can do their job properly? New fuel? When's the last time you added some fuel injector cleaner? I like Lucas .....

Your residual o2 is way low. Look at your AI system and be sure it is working properly.

just goes to show that most of the things that need fixin on cruisers really ien't rocket science. if you have the tools, a place to work, the mechanical aptitude and a little time to educate yourself about the subject at hand ........ you can do most of the work yourself. sure, some of it takes a little more technical know-how. but most of it is not that tough.

2 trips to hardware store (lowes has an auto fasterner section) Home Depot sucks...
FSM - Came with truck
Removal was not too bad, mostly because the last person who took it apart didn't replace most of the screws. Instrument panel was a bear. The FSM instructions were little to simple with regards to the speedo cable, disconnect.
Intallation was not to bad. Only two trips to hardware store for screws. If I would have went to lowes first it would have only been one.
No cracks, right and tight... All for under $300 bucks. $700 savings.
