Looked at the 1999, console box again.
Suggest you look at the tall option and consider it.
It seems that the 12v platform is 2" in depth (front to back). The height of a box would have to be capped below the lid box about 3" above the 12v level. Allowing for any lock or combo lock height clearance.
The access to the 12v would be a 2" by the full width and this 3" lock box height. This amount of space would allow even a man hand to plug and unplug adapters. Note that large items would not fit in this area with the lock box in place. Using the plug would be more of a cord out type of approach.
The tall fit approach would dictate that all items be in the lockbox and no wings. It however adds volume and be a very simple rectangular form.
Consider this option. I'm in for short an winged or tall and unwinged lock box.
