Hi All, I'm workiing through the FS emissions manual trying to get through CA smog. What is this component on the passenger side of the air cleaner? I can't find it in the manual or how it should be hooked up. But pretty sure it's not supposed to be hooked up like this!

I’ve got the FSM and a multimeter… but… physically how do you test the sucker? Just jam the probes behind the wires? Get thinner probes? Any help would be appreciated. This rig keeps throwing me curveballs :)
