rust spot

Hi All, first time poster - thanks for all the wisdom out there! Looking at purchasing a 105 and it has some rust (photos attached) - the main concern is the rust around the left front (passenger) tie-down point (excuse the poor photo angle.) - I've circled in red. Is this a common rust spot...

Help me save my baby! I’m thinking wire wheel rust inhibitor and flat black overcoat? Any advice would be greatly appreciated.

I just finished up fixing a minor rust spot on the rear inner wheel arch. To get the area clean enough for welding I had to scrape off a putty like substance which appears to be spayed over the entire wheel arch. The stuff is a beige colour and is on thick - like 2 or 3mm thick. Can someone help...
