Not entirely. They (sellers) do declare what it is. It a reminds me a lot of business of medical billing. Another example, I ordered tool from eBay poland. Got hit with tarriffs. Some of those were "made in China" tarif. So, seller had ot specify category, country of manufacture, etc.

You would hope so, right? I think it depends a LOT on how they declare those parts. How in a world FedEx knows to tax specific Toyota part with 200% tax because of "russian aluminum"??? I am OK with "normal" 25% for parts, sometime it might make sense.
