You have to run larger wheels. I went with stock 4 runner wheels with a 1.5" Spidertrax spacers and stud lug nuts. At the end of this video you can see what they look like
The new canister doesn't need the lower hose, maybe drilling a hole into it is causing the issue? Maybe try plugging the hole and see if it helps. You sure you routed the top tubes to the correct connections?
I recently did the Pontiac vapor canister swap on my 91 FJ80. Used a WVE 4B1004 canister. I also modified the bracket so it is secure like stock. I have seen videos of people using zip ties and I thought that was a bit messy. Very tight fit but works great.

Can someone tell me where to connect the vent hoses coming off the distributor cap? I do not see the distributor on the vacuum diagram on the hood. I also discovered that my vacuum lines were not connected correctly from the previous owner and boy did that make a difference in the idle!

I added the Cardone 74-20070 to my 91 yesterday and it seems to run fine. Little concerned about the engine running lean since it's meant for a smaller engine. No check engine lights though.
