Correct. I would put some grease around the o-ring to help installation if you don't, theres a chance you'll roll the o-ring and it'll leak upon start-up.

Either the technician didn’t do a good job of resurfacing them or more than likely he didn’t torque your lug nuts and put too many Uggas uggas on his gun and over torqued them and it warped the rotors.
Take off the serp belt and check all the accessories for any play or noise in them, including the idlers.
It’s probably a idler or maybe the water pump shaft has lots of play.

Don’t be afraid to travel to find the right one or maybe one that needs some work, if your comfortable working on it, maybe you can find one for a good price that needs some work.
I had this same issue when I worked at a dealership, I went through the same procedure you did, tested all the circuits and swapped parts, the lock out sensor was bad.

The heater Ts, upper coolant hose and t-stat housing all had coolant seeps so I replaced the heater ts, upper and lower hoses with oem clamps, replaced the t-stat and o-ring. The T-stat housing had some pitting where it was seeping coolant from so I put some FIPG on it.

Why not just clean your TB and see what happens, it can’t hurt. Not hard to do and yes the computer does lose its memory. Ive seen plenty of Toyotas lose their memory after replacing the battery and also seen a few hardly idle because their TB was really dirty.
