    Nothing is fool proof, but ONE of the things I use is a Flaming River battery cutoff from the battery to the starter. This particular one has a padlock to lock the on/off. Not fool proof…and one of the things I use.

    That gooey stuff is probably only on one side. Off the top of my head I would spray something on the opposite side & then hit it with compressed air. Maybe Simple Green, even carb cleaner?? EDIT: Vinegar would probably work also.
