What’s the best to remove this so I can install a 12v wiper motor ? Assuming grind rivets off and replace ?

that arm will go right onto the splined shaft of a 12 volt wiper motor
the splined shaft size isn't different between 12 and 24 volt
there is a chance of breaking the plastic when prying

Yes that little are just pops out. I ran my 24v wiper motor on 12 volts for years. lol they were slow. Then swapped it out for a 12v one and wipers where awesome haha
1978 BJ40 converted to 12v. Bought it with no drivetrain so swapped in a 350.
