I have a 2016 and curious about the same windshield wiper position. When purchased, one wiper was set too low and fouling on the cowl trim. Next available position on the spline seems to be this, but they both rest above the defroster zone. Does anyone else have a reference point of where they should be? My 2013 if I recall also had this issue so thinking this is normal.

Please ignore the crack. Just happened and getting windshield replaced with an OEM next week. Came with aftermarket when I bought used and this crack is a great excuse to go back to OEM glass.

Do they go further down then come back up to that position?

One of mine wasn't in the right spot. They don't come pre-splined.. you put them into the correct spot and tighten the nut which imprints splines into the female portion of the wiper arm. To correct my bad one, I used very light tension on the nut and a back-and-forth motion using the splines themselves to grind the old imprint off then tightened to spec torque in the correct location. All good since then.

The reason I ask whether yours go further down then come back up.. if the park position sensor inside the wiper motor isn't working right it can have an obvious effect. With both in the wrong spot this may be a possibility.

Also if you haven't used them consider trying OE wiper blades next time. These are not sold at the dealer, must be special ordered. Dealer will have some with a Toyota logo molded in but they are not original equipment. The factory parts work fantastically well and you can replace just the rubber portion when needed for much less money than the whole blade.

Sharing the position of my 2021 LC200 wipers from factory (not removed yet for a windshield replacement or otherwise) with the vehicle turned off, though do not recall them going down in a "rest position" as some other cars do.

So your wipers seem to be too high, though as long as they do not touch the A-pillar trims, they are obviously functional minus the efficiency of the heated section in the bottom of the windshield. Be good to lower them a notch or two.

My 2021 for reference. Also stock positioning as windshield has not been replaced to my knowledge. Agreed that yours look high.
