1) an iron
2) lots of adhesive
3) a new dash pad
4) a reproduction from FJ40dash.com

I used choice number 4 and would highly recommend. I fits, is sun and hammer resistant, it cleans up the cab without worrying about vinyl over foam cracking fading or rotting from the inside out.
 
Had the same problem, AND two cracks in mine. Pulled it off the original and found two big cracks on the top. Luckily the rest of the dash was good as new, so my wife sewed this top cover from black canvas. Low cost solution!

The dash on my 70 FJ40 had some pretty bad cracks so after pricing replacements I decided to redo it myself.
I had the vinyl on hand and some contact cement.
I got some vinyl repair stuff that I can't remember the name of.
I did this over ten years ago and it still looks passable.
Have noticed a couple of slight bumps have come up where I did the repair work before covering but it is going to have to get a lot worse before I redo the redo.

My pad was separated from the metal skeleton frame in sections. I used 3M adhesive (AKA Gorilla snot) to adhere it. I don't have an after pic, but it looks almost new.
