If the price is right, MAYBE........... ask them to video tape them hitting the frame with a ball-pin hammer (hard) and see if any holes come though
 
I live in NE Ohio where vehicles rust more than anywhere in the country. I had a 1997 LX that I recently sold that had significantly less rust than that. It looks like they drove that in salt water and never washed it after. I wouldn’t touch it.
 
Catch a cheap flight to a non-rust state as you buy a nice, rust-free Cruiser.

Then make a nice, scenic plan for a drive back.
 
If that Cruiser is sub 100k miles and 29k and under, I'd get it but that's just me.

Look for a 200 on the West Coast or Southwest (WA, OR, CA, AZ, NV, NM).
 
Not the worst I’ve seen on a running and fully functional Toyota 4X4. I’d Fluid Film that truck religiously from date of purchase and annually thereafter. If the price is right...

I worry about the stuff you can’t see or easily access. Working with rusty bolts is seriously not fun

Also, and an easy deal-breaker... Make sure you inspect the two release valve hex screws on the KDSS (in from the side under left passenger door and upward...a bit past side steps).

If those two hex screws are stuck.... major PITA.
**NOTE! Don’t let the guy “unscrew them” to test this!! They should never be loosened for that three full turns!!!! But...they should not be difficult to turn. If stuck tight? Move on.
