The all drum brake FJ40's suffer from one common issue called "pedal pump". It is the result of improperly adjusted brake shoes. You want the brake shoes to be just dragging on the drum. In other words the wheel should NOT rotate freely when spun after a proper adjustment. There should be just a bit of drag. I think Pin_Head said it best, "Adjust the shoes until the wheel is locked, back off 2 clicks, and call it good."
