I am redoing my front seats and the seat back nets need to come off. I’d like to not break them to remove them so wondering what this clip is called and what kind of tool you need to take it off without breaking the plastic.

Those things are sold by the pound. Pop it off and put a new one on. If you can't find any, every upholstrey shop has them. Ask nicely and they'll give you some.
 
If you are trying to take the seat back off, you do not need to remove anything like that. Let me see if I can find some more info for you. If I recall, you pull sort of up and out. There is a fear of breaking a clip, but its not that one. Standby to see if I can find pics
 
This post sort of shows it. They have like plastic hook clips. They are still available if you break them, can be found in parts diagram if needed
 
I already have the backboard off. The pic of the post is from the inside of it. It’s what holds the net frame on. What I’m asking is how to remove the net frame from the backboard which requires removing the star lock washer without breaking the posts off. Every thread I’ve read where people have tried to remove these they broke the net frame posts off.
 
The net frame has it’s plastic posts, so you cut the old ones as flush as possible to the lock washer and save the washer making sure it doesn’t fly off using a small blade/ screwdriver, and when the new frame is installed you hammer the washer back using a small tube, inner id bigger than the plastic post, outer smaller than washer. I used a long 8mm (7?) socket.
If the idea is to reuse same frame, I don’t think it’s worth the workout, since new ones are still available and not expensive.
 
Dremel. Nobody knows the quality of the plastic in your seat. Maybe it’s good. Maybe it’s bad. When I last removed one of these from a piece of trim, I just stuck a tiny screwdriver under it and slowly worked around in a circle. It’s all about the finesse.
 
Yeah, I don’t care if I save the star lock washer. I’ve been thinking dremel or small drill bit to break it
