Troubleshooting Help

Hey y'all,
Just got a 2004 4Runner V8. Needs an ABS pump/motor. Its a project. This is where it gets tricky.
-With the key tuned to ON, engine not running the only lights on the dash are the Check Engine and the Oil Pressure light.
-The engine starts and it drives fine except it does not stop, hence the booster motor....
-Whats weird is no ABS light is illuminated, nor is there the typical buzzer.
-Also the power locks only work when the key is turned to ON.
Any ideas or help would be appreciated

I would be looking at the wiring harness, starting with the fuse boxes though. If I had good fuses and relays then I would want to trace circuits to see if someone got creative with installing an alarm, remote start, or vehicle immobilizer.

Well it turns out the cluster was swapped and all the bulbs were pulled out of of. So the truck I got with 170k actually has closer to 280k.....

Found on CL. Ran a CarFax, was sparse on mileage info but mileage seemed believable
