Like Bruce said, licenced car haulers need a 17 digit VIN to be legally insured to haul vehicles. Bruce might remember when I brought the "Flat Duck" that I purchased back to the shop in Richmond. Took it over to the trailer guys and they informed me that not only were the mobile trailer wheels illegal, but dangerous. Ended up buying new axles, brakes, wheels, then rewiring because there is a code for that as well, then took it back to the trailer shop and they issued a VIN, then I could go get proper insurance for it. My "good deal" cost me a ton of dough
 
the u built days are gone too, even loseing the registration can be the end now. 3500 lbs mobil home axles are a one time use? ive torn into them there beef ,the rims i can see. seems the boat guys can use them legally. that trailer looks good with the cinches and all , pretty pro looking for a u built, i bet it was a factory goose neck for hauling equipment ,that the guy converted, the axles might even be 5000 lbs a matter of fact a buddy has the same trailer but has the factory front. but i wouldnt tow it with a rhd though.

So after negotiating back and forth with this guy for the past 3 weeks, He's suddenly adding TAX to the agreed upon price (apparently it's registered as a dealer vehicle?).

Yeah turns out it's registered to a dealer, he forgot to mention that. Truck needs rear brakes, front axle rebuild and probably an IP sealup in the future. But it does have the PowerRod, new 3" exhaust, Big brake upgrade up front, wheels/tires, batts, etc etc. It drives very well.
