Looking to get new tires on my 1991 LC, I am currently running 31s and would like to stick with 31s. Looking for a good mt/at with decent tread wear and good on road/off-road grip.

Toyo MT, but that is just like my personal opinion.
 
I've tried nitto, Toyo, Goodyear, and coopers. I would say cooper st max for a more road with occasional off road use and cooper STT pro for more off-oad use. Those tires cannot be matched for quality and performance.

There is an entire forum dedicated to tires on here. You will find all manner of biased and non expert opinions, as well as some stuff that's actually pretty good reading. Ton's of reviews on the google for just about any tire you can think of. There is a lot of speculation when it comes to tire reviews. Here's a fact though, there are a ton of good options out there in all manner of price ranges depending on what your looking for. Tire technology has made another big jump in the last few years alone.

I love BFG's work great on the volcanic rough surfaces here in Spain, cannot get them in stock 80 size though. Coopers AT did great miles but no personal experience off road. Toyo AT great on road and off, turn mushy after about 3.5 years. Yokohama GO12 AT silly soft sidewalls, the latest GO15 AT (presently fitted) seem a lot tougher, early days but looking good.

All above personal experience.

When I was a kid in Ireland this was a popular option . I can't say I have ever heard of it since. Are they safe or is it a case of penny wise, pond foolish?

From a legal standpoint, it depends on what your state allows. Some are cool with it, some are not. I was skeptical, but at that price and free shipping, why the hell not? Initially, I inspected them daily for any damage or failure; I gave up looking after about a year. Turns out, they've been the best damn tires I've ever had on a truck in regards to off road traction. Other than wearing out in about 20k miles, they've behaved exactly like a new tire behaves. No bubbles, no cracking, no separation, or any other issues. Other than the tread life, I haven't found a single negative aspect about them in two years of having them on my rig. As an aside, it's kind of fun to watch people go, "wait... the sidewall says Nitto, but the tread looks like BFG... wut?"

If retreads are legal in your state, give 'em a try and fck it, if you don't like 'em, I'll buy them from you if you get the 285/75-16 size.
