What are the purpose of the things circled in red in the photo, some have told be they are simply bumpers, others have said they are for carrying gas cans(don't seem large enough for that)...what are they???

Yup, bumperettes.

So you don't smash your rear step when backing over a Heep.
 
You could weld a plate to the bottom, fill it with ice and carry beer!

Don't woory about the stupid question, thats how you learn. There are only two things that are considered sins here, calling the cruiser a j^&p, or talking about doing business with Vintage off road.

the first time i saw some on a heep (maybe 5th grade), i thought they were for carryin your golf bag

they're used for limiting the spare tyre size you can carry on the swing away rear carrier, and limiting your departure angle... and it appears mine were put on with self welding bolts (corroded) so out came the angle grinder... pitty it died before i finished the second one
 
I'm fairly certain all FJ bolts are selfwelding. :D
 
yep, as are all the phillips head screws...they magically turn to putty when you touch them with a driver

don't know about you guys, but my rear bumperettes were held on with allen headed bolts, took some creative thinking to get a cheater on that
