Small rust spot above windshield - Advice needed

I was washing the LC today and noticed 2 small bubbling rust spots on the upper windshield area on the drivers side. I also noticed a small cut out in the rubber seal. The passenger side doesn't have this opening so I’m wondering if its supposed to be there or if a piece of the seal broke off and water is getting in. Either way does anyone have any advice how to slow or stop this rust? I made sure to blow any moisture out with my air compressor after washing.

I am familiar with rust repair and already cut out a small section on the bottom of the rear quarter under the bumper and welded in a patch panel. The last thing I want to do though is mess with rust in the window frame.

You would have to pull the windshield to get a proper assessment... near impossible to diagnose with the moulding and glass covering
up the frame...
 
Thats what I was hoping to avoid. I dont have any water leaking into the cab and the rust seems fairly minimal. I thought about scraping it out and using some rust converter and then painting it with some touch up paint that I have. I’d like to avoid removing the windshield but then again I see some bumps in the window trim on the a pillars so I’m wondering if the window was replaced at some point and they didn’t use the plastic rivets and maybe used self tapping screws instead. If i’m going to do it I will buy new trim pieces and new plastic rivets and do it right. I just don’t know that there is a shop locally that I would trust.
 
The downside, if it’s there, it’s underneath the windshield in almost every case. It’s just now grown out from under its hiding spot. There are a couple detailed threads here about what others have done. God speed and good luck!

Joy…I’ll do some more digging. Its not like I didnt already have enough to do on this rig 😁
