I am considering a purchase of a 2010 Sequoia that has lived most of its life in WV. I asked the seller to send me pics of the undercarriage and it seems like a fair amount of rust. should i be concerned, or am i overreacting?

Not a fan, but not a deal breaker, if you get it treated. But I'd be more concerned with whatever is leaking in the back axle, pinion seal?
 
Looks pretty typical for a ten+ year old vehicle. Looks like you have a broken exhaust in addition to the leak.
 
@LexusLXnc - As other's have said, the rust shown is not a deal breaker, but it's important for you to spend a few messy afternoons and clean and coat the rusted frame areas. Wash it down, light wire brush and coat it with some rust inhibitor paint like rust bullet or POR15 will make that vehicle last a long time. ( I prefer rust bullet over POR15). It's not a hard job, just messy and awkward being underneath the car.
